Definitions of Adult Day Care and Adult Day Health

Adult Day Care
Provides an organized program of services during the day in a community group setting for the purpose of supporting the personal independence of older adults and promoting their social, physical, and emotional well-being. Services are provided in a home or center certified to meet state standards for Adult Day Care programs. Some facilities accept Alzheimer's patients.

Adult Day Health
Provides an organized day program of services in a community group setting for the purpose of supporting older adults’ personal independence, and promoting social, physical, and emotional well-being. Services must include health care services and a variety of program activities designed to meet the individual needs and interests of the participants, and referral to and assistance in using appropriate community resources.

How Will I Know Good Care is Being Provided?

Adult Day Care and Adult Day Health providers must meet North Carolina State Standards for Certification. These standards are set by the Social Services Commission. The office of the Adult Day Care Consultant within the State Division of Aging and Adult Services is in charge of making sure the standards are followed. Routine monitoring of compliance is performed by Adult Day Care Coordinators located at county Departments of Social Services.

A single center may be certified to provide both Adult Day Care and Adult Day Health (which is more comprehensive and must offer health services in addition to other services).   Adult Day Homes offer the same types of care, but are approved to care for less people.

The Commission on Accreditation of Rehabilitation Facilities (CARF) is a national accreditation agency. If an Adult Day Care provider wants to serve the mentally disabled population through Medicaid, they are required to be accredited by CARF.

What Do I Look For When Choosing a Center?

The North Carolina Adult Day Services Association has developed some guidelines to help you make the best selection of an Adult Day Care or Adult Day Health center.

What Should I Expect to Pay for Service?

Costs vary from center to center. Adult Day Health may be more expensive due to the enhanced services offered. The Home and Community Care Block Grant funded centers may have a limited amount of funding available to help with the cost. Ask the service provider if financial assistance is available for the center you have chosen.

If you have long-term care insurance or regular health insurance, check your policy to see if any financial assistance is available.

If the person needing care has Alzheimer's, check with the local chapter of the Alzheimer's Association to see if help is available through Medicare and or Medicaid.  Some centers also have contracts with the VA to provide care for qualifying veterans.

Specialized Adult Day Services
  • A new designation of centers, called PACE, or Program of All-Inclusive Care for the Elderly, is now available in some parts of the state. PACE programs are housed in specially designed adult day centers.  The PACE model was developed to address the needs of elderly and frail elderly individuals who want to remain in the community and receive home and community-based services rather than receive care in a nursing home.  Once enrolled, the PACE Program provides all the medical care, social services, and personal care services required by the individual.  PACE targets those with nursing home level needs, who are also dually eligible for Medicare and Medicaid services,although other payment options may be accepted. 

 

  • A select group of Adult Day Centers are now approved to provide overnight respite services in the adult day setting.  Regulations related to this type of care are being developed and eventually, more center may offer this option for caregivers.
